Pop Art is a new genre of music, founded by Kanye West in 2008 with the release of his fourth album, 808s and Heartbreak. There is also a visual arts movement by the name of Pop Art made popular by the likes of Andy Warhol, Richard Hamilton, and Takashi Murakami. There is speculation that Kanye West was heavily inspired by this visual arts culture and used the same principles of it and applied them to the creation of his music. Some believe that to be considered Pop Art (the visual medium), your intentions for the creation of the piece must be purely inspiration or you must have been directly affected by something to create the art work. These same rules apply in the genre of Pop Art; the only exception is the medium the art is being portrayed in.
What it is:
Experimental (Different drum patterns/effects on instruments, untraditional instrumentation/usage of new instruments not found in pop music, vocal effects, etc.)
POP MUSIC (Has to appeal to mainstream audience.

Directly inspired by experiences of songwriter (Has to be reflection of emotions, values, morals, be inspired by real-life experiences that matter to writer/artist at the time or in general.)
Reasoning behind certain elements of song/lyrics/instrumentation, hence being an artist (e.g. Kanye using Auto-Tune to characterize the emotion of being heartbroken)
What it isn't:
Genre specific music (Anything that is not Pop cannot be Pop Art; meaning Hip-Hop, R&B, Jazz, Classicial, etc.)
The same format/production that everyone else is doing
Songs that are written by other people
Songs that have nothing to do with your emotions, inspiration, morals, values, etc.
DIFFERENT SCENARIOS
1.A rock singer/songwriter that is a part of a rock band, that is writing a song about love. This is NOT Pop Art because it is a genre-specific piece of music requiring traditional drum patterns, guitars, etc.

1.Even though the songwriter uses one of the main principles of Pop Art (which is writing based on life experiences), that song is NOT considered Pop Art because it is NOT pop music.
2.A songwriter/artist writing a song about something that has never happened to them but is experimental, appeals to a mainstream audience, and is pop music. This is NOT Pop Art because the song has nothing to do with the songwriter's personal feelings, emotions.
3.A songwriter/artist that writes a song about their current emotions and feelings because of their recent breakup with their girlfriend. It is experimental in the fact that this artist is singing (which they don't usually do), uses Auto-Tune to characterize the emotion of being heartbroken, has an unconventional drum pattern, and is making this song as pop music to appeal to a mainstream audience. The perfect definition of what Pop Art represents and is.

Yo you gotta post that video of Stephen Colbert last night when he was telling eryone to buy his album on Wednesday to knock you off the iTunes #1 spot! Hahaha, hilarity... and he treated you man. He said you can't be the voice of a generation because with the Auto-Tune you're barely the voice of your own album. DAMN. GET EM!!! Haha... and the above was my thesis on Pop Art (the music form). Hopefully you see this.

Not to be rude, but Pop Art is OLD news. I don't know why people keep throwing Warhol's name around like it's still avant garde. It's good to acknowledge the past, but let's also recognize the future. Kayne is his own beast with his own beat.

I just love Kourtrajmé's work (here Romain Gavras) but Justice ??? They are nothing but Rich boring dudes who are hanging @ the BARON with dope all around them : I really don't like them !!!! Plus the entire story around STRESS video clip : If they had the nuts to decide to go further with the subject:French "hood" stories @ that time and so bad stigmatisation of that French youth 4 the rest of the world with that Short Movie which was amazing in terms of production : Shout outs to Kourtrajmé again !!!
